We are seeking a strategic and results-oriented Director of Payroll and Time & Attendance (T&A;) Process to join our Global Payroll organization. The position is located in
New Brunswick, NJ but open to other locations where Payroll may have presence including Tampa, Bogota and Manila. Relocation support is not offered. This role will be instrumental in overseeing Payroll and Time & Attendance process, and vendor governance.
The ideal candidate will have extensive experience in finance, process, and compliance, in complement and aligned to those activities performed by the Compliance team supporting payroll. This individual should be a detail-oriented Payroll Professional with broad experience in payroll processing, and compliance. The Director of Payroll and T&A; must identify, analyze, and mitigate risks associated with payroll systems and ensure compliance with state and federal labor laws as part of the design of the payroll control environment.
The candidate is required to display strong leadership skills and the ability to influence and communicate effectively with senior executives.
The candidate will be responsible for leading the design and implementation of global Payroll and Time and Attendance processes, facilitating system and process requirements workshops, and promoting process excellence. This position is considered a ‘subject matter expert’ in Payroll and Time and Attendance business process management and internal control operation, equipped with the tools and skillsets to successfully define, oversee, and implement a global standardized service model while considering unique ways of working/localizations per country.
This individual is expected to work with cross-functional business leaders to drive to the new ways of working, ensure regional and country-based process design is in line with established global standards,
and to drive training delivery and knowledge transition efforts in coordination with our Change Management and Communications team. This position has resources reporting into it based in Bogota and Manila already in place performing activities of Payroll processes analysis, efficiencies, vendor management among others key responsibilities. Key Responsibilities: Financial and HR Data Quality Management:
- Influence the effective design and implementation of processes and controls to ensure the accuracy and integrity of financial data related to employee payments.
Cross-functional collaboration with HR systems that feed Payroll, contributing to overall data governance efforts within the organization. This activity is complementary and aligned with Compliance organization to avoid duplicative efforts. Define Data Ownership Across Functions:
- Establish clear data ownership structures and responsibilities across Payroll, Total Rewards,
and HR functions to promote accountability and data accuracy at the source.
HR2Pay liaison and interaction with Payroll. Project support (including acquisitions and divestitures):
- Provide process and compliance advisory services to support the functionality and efficiency of Payroll systems and platforms (including but not limited to Project Galileo, Rubin, and Epsilon).
- Collaborate with IT and Compliance teams to address system-related issues and control improvement opportunities.
- Lead due diligence processes for acquisitions and divestitures, providing strategic insights to minimize risks and ensure successful transitions.
Align with A&D; Payroll Director to jointly mitigate operational and process documentation & compliance risks. Steady State Change Management and Financial Support:
- Manage global steady state change management intake process and ongoing advisory board/governance.
- Ensure contracts are active and in line with J&J; requirements and adhere to Service Level Agreements.
Enterprise and Employee Financial Services (E&EFS;) Vendor Assessments and SOC Reviews:
- Collaborate with Information Security and Risk Management (ISRM) and HR/Payroll Compliance team to conduct vendor assessments and SOC reviews for over 30 Payroll and T&A; vendors.
- Review SOC 1 Type II and SOC 2 Type II Reports (or equivalents) to ensure both Payroll and IT controls are designed and operating effectively.
- Ensure Complementary User Entity Controls (CUECs) owned by J&J; designed and operating effectively.
Audit and Advisory Support:
- Coordinate and support Payroll audits,
ensuring preparation of necessary documentation and timely responses to auditor inquiries.
- Administer the tool/document repository to support timely and compliant sharing of information with auditors and Compliance teams.
- Liaison between Payroll and internal/external audit groups to ensure timely processing of requests, clear understanding of processes, risk and impact assessments of issues identified, and comprehensive corrective action plans established.
- Lead the refresh of the Payroll Risk Control Matrix, incorporating Sales Commissions provisions and create a Time & Attendance Risk Control Matrix (T&A; RCM) to ensure regulatory compliance.
Clearly identify and document control ownership and responsibilities across Payroll, HR, Finance, and other functions where applicable.
- Complete SOX/Compliance required key deliverables on time and work to remediate any issues identified through a Corrective Action Plan
- Review key controls related to overpayments and manual efforts to currently pay accurately and timely.
Process Deep Dives:
- Serve as lead point of contact between the Global Process Team and the Country Payroll teams to transform and scale local processes into the new global standard model.
- Conduct comprehensive analyses of key Payroll related processes (e.g., severance, sales commissions, operational transaction processes) per risk assessment to identify risks and areas for improvement.
- Recommend and implement strategic enhancements to optimize operational efficiency.
- Lead process design sessions and translate tasks/activities into meaningful training content and knowledge transition deliverables reflecting new ways of working.
- Use qualitative and quantitative data from knowledge management,
quality evaluations, and surveys, to assess and drive training improvement.
User Access Management SME
- Lead Identity and Access Management (IAM) efforts to ensure access to enterprise Payroll production L drive and ADP Globalview and eTime is appropriate and follows the established process.
- Maintain ADP Globalview, eTime, and L Drive Security Models to help support role creation and compliant access across the enterprise.
- Ensure Segregation of Duties (SOD) matrix is updated to reflect current risks to the organization and act as approver/apply mitigating controls for conflicting access when required.
Key managerial areas
- Strategic Development and Leadership:
- Assist in developing payroll strategy, aligning financial and operational goals with the organization’s overall objectives.
- Actively participate or lead payroll projects that impact business operations and outcomes.
- Provide input and guidance into future state Payroll organization and reporting lines within J&J.;
- Complex Issue Management:
- Utilize independent judgment and decision-making capabilities to tackle complex financial, payroll and compliance issues, impacting the operational results of the business unit.
- Advisory Role to Senior Leadership:
- Provide expert financial & compliance advice, analysis, and guidance to senior leadership on critical projects, leveraging broad industry knowledge to influence strategic decisions.
- Team Management:
- Manage teams of managers and professionals, fostering a collaborative environment and ensuring the team's alignment with strategic objectives.
- Recruit, coach, inspire, and develop a high performing team ensuring that team members are resourced to do their best work.
- Develop team members in accordance with career aspirations and goals and objectives aligned with the Payroll organization and J&J; Credo.
Qualifications:
- Bachelor’s degree in Finance, Accounting, Business Administration or a related field.
- 10+ years of progressive responsibilities and experience in Finance, Payroll, and/or Compliance with a focus on governance, data quality, and process required
- Relevant certifications such as Certified Payroll Professional (CPP), Certified Information Security Auditory (CISA), Certified Data Privacy Security Engineer (CDPSE), Certified Third Party Risk Assessor (CTPRA) preferred
- Proven experience in leading major projects and global teams
- Strong understanding of Payroll and Time and Attendance risk control frameworks is required.
HR, Contact Center knowledge/experience preferred.
- Cross-functional expertise in Information Technology controls, third-party vendor risk management, compliance and regulatory standards, IT governance and frameworks (COBIT, ISO 27001), and Sarbanes-Oxley 404.
- Excellent communication and influencing skills, with interaction with senior executives.
- Strong analytical and problem-solving skills, with the ability to navigate complex financial issues.
- Broad industry knowledge within MedTech and Innovative Medicine sectors.
- Experience managing global teams effectively, fostering a culture of excellence and accountability.
- Experience working with senior leaders and interacting with cross-functional teams across multiple levels of an organization is required.
