Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity.
The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA).
As part of the plan for the use and dissemination of gender studies, USAID requested that the MEL activity advise its Generating Equity Program (GEP)



with regards to the use of primary data collected in 2020 for the implementation of various lines of work by GEP.
These lines of work are expected to be linked to three (3) areas of focus: women's economic empowerment; changing social norms, and implementing gender policies and services.
To fulfill USAID's technical request, the research consultant will be responsible for providing technical advice to the GEP for the design of the various lines of work to be implemented in the municipalities targeted by the GEP.
Specifically, the research consultant is expected to process the gender studies' databases in order to: a) determine the degree of representation at the municipal level, b) identify the variables that may have greater degrees of statistical comparability over time, c) build a strong indicator to measure tolerance of Violence Against Women using qualitative and quantitative tools, d) develop a replicable methodology to identify the factors that contribute to tolerance of Violence Against Women, which can identify possible cultural factors requiring intervention, in order to change narratives, behaviors, beliefs,



and expectations through different USAID activities.
**Duties and Responsibilities**:

- Establish a work plan in collaboration with the Generating Equity Program (GEP).
- Prepare and participate in meetings convened by the GEP to clarify methodological and statistical processes developed within the framework of gender studies.
- Review the data sets of gender studies and provide recommendations for their use in the implementation of lines of work developed by the GEP.
- Produce a document on the statistical representativity of data at the municipal level and provide recommendations for the use of this data to the extent possible.
- Organize working sessions on recommendations for gender studies.
- Process micro-data from Colombian surveys on tolerance of Violence Against Women (VAW).
- Build a single metric or indicator,



based on the theoretical framework of quantitative and qualitative instruments, to measure tolerance to violence against women.
- Develop a replicable methodology to identify factors that contribute to changing narratives, behaviors, beliefs, and/or expectations about tolerance for violence against women.
