- Project Lead SCOPE OF THE PROJECT: The CFS Project is part of the Department of Social Services (DSS) and is responsible for developing, implementing, and maintaining a federally mandated Child Support Enforcement System (CSES) that provides comprehensive support to the operation of South Carolina’s Child Support Enforcement (CSE) program as well as for completing the development, implementation, and maintenance of the Family Court

Case Management System (FCCMS) for all South Carolina family courts. DAILY DUTIES / RESPONSIBILITIES:



This position is for a Business Analyst Project Lead and Functional Subject Matter expert who will be performing system testing, daily troubleshooting of complex defects, training, drafting General System Designs (GSDS) and assisting counties during the Maintenance and Operations phase of the FCCMS project.

The Business Analyst-Project Lead will report to the FCCMS Project Manager. Primary Responsibilities Business Analysis Review functional designs produced by vendor. Create models to document existing and proposed business processes.

Develop General System Design (GSD) documents for new or enhanced system functionality. Analyze proposed business process and software changes.

Testing Execute test scripts. Develop test scenarios/test cases and test scripts. Record and verify test results.

Analyze and report test results. Report defects to Test Manager/Test Team. Perform Regression Tests.

Participate in Incident Review Meetings as needed. Provide data analysis and root cause analysis as needed. Review requirements, component designs and use cases and maintain test script traceability to each as applicable.

Prepare test data, including interface data files as needed,



for executing test scripts. Review test related work products, including but not limited to system test reports, training materials, computer-based training (CBT) courses, and others as needed. Participate in the monitoring and reporting on the execution of the System Development Contractor’s performance under the CFS Project contract as it relates to all testing phases.

Training Ability to travel within the State to conduct onsite training as needed. Ability to discuss application and configuration while relating application training to Clerks of Court staff’s “every day” business.

Follow up on end user questions with Functional and Technical Experts in a timely manner. Create and update end user training documents to include Participant Guides, FAQs, Workarounds, and Customized User Manual. Create computer-based training videos.





Provide online training. Other Responsibilities Include Create End User Training Materials as needed.

Conduct level 2 help desk support of higher complexity application defects. Update Application Configuration as needed. Conduct help desk ticket resolution related to the FCCMS application.

Communicate announcements, workarounds, and FAQs to all FCCMS application users. Create and update Adobe Acrobat forms and documents. Strong Interpersonal skills with the ability to lead.

Ability to present, communicate and teach concepts in a clear and concise manner. Strong organizational skills. Ability to plan, organize, instruct, and review the work of the testing team.

Ability to use MS Office, MS Visual Studios, and SHAREPOINT effectively. Ability to communicate (orally and written) effectively with technical, non-technical staff,



customers/stakeholders (State and county) and executives. PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE): Experience using, configuring, and maintaining the Family court case management system (FCCMS).

Experience documenting existing and proposed business processes. Previous experience in state government. Experience testing Judicial or

Case Management System Development projects. Experience in delivery of training. Ability to travel to training site as needed to conduct training within the

State. Knowledge of testing concepts such as Component testing, Integration Testing, Performance Testing, Regression Testing and Acceptance Testing. Understanding of Agile or iterative software development methodologies.

A strong understanding of the basics of financial operations,



from receipts to disbursements to reconciliations and General Ledger Accounts. REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE): Strong Interpersonal skills with the ability to lead.

Ability to present, communicate and teach concepts in a clear and concise manner. Strong organizational skills. Ability to plan, organize, instruct, and review the work of the testing team.

Ability to use MS Office, MS Visual Studios, and SHAREPOINT effectively. Ability to communicate (orally and written) effectively with technical, non-technical staff, customers/stakeholders (State and county) and executives. REQUIRED EDUCATION: BS/BA Degree or 10+ years of relevant experience in lieu.
